Who gets the province after a siege

This whole thing may be based on a false assumption, but here goes.


I was under the impression that the flag on top of a stack indicated which country would get a province after a siege. Is this true?

If so, then the "France always gets it" bug is still in effect. Just today, the Papal States (or some such country) were on top of a stack, but France ended up taking the province.

Three possibilitys:
First: The country wich has the highest leader will get the province.
Second: The nation wich has the largest army will get it.
Thirth: The nation wich began the siege will get the province.
