Events maybe? Or action from storm-favoring AI empires?

if you want them NOT to, just pass all the anti-storm resolutions, theoretically you could even denounce them for being in violation if they keep using storm buildings, and therefore go to war with the storm worshippers. one cool thing is I REALLY think that ANTI-storm buildings INCREASE storms outside your space, with the tradeoff that YOU get less of them. but this could be a placebo in my head.

Easiest way is to deactivate the DLC, or get a mod that stops the AI from creating empires with the Stormchaser origin

Well I don't always want no storms, I was just confused as to why I had any in this specific game.

I usually have them turned off when playing Nanotech Voidforged, and set to maximum when I play Virtuality Shattered Ring.

I recently started a new game and there are storms in my galaxy.

But I set the storm chance to 0 in the game settings.

The storm chance represents the random, "natural" chance for storms to just come up on their own. There are various events that can cause storms, and some empires that start with bonuses to storm powers. (I get the storm capsule event pretty much every game eventually, but I'm not sure if that is only for player empires, and you can choose to not finish it.) Plus, in the later game I don't think you can disable the Galactic Weather Control ascension perk, which allows science ships to create storms, other than by turning off the DLC entirely (or mods).

Other means to cause them, and maybe an occassional bug.
If you don't want to play with Storms, it's best to just turn off the DLC. Because even with 0 Storms, it still brings a lot of Storm-related features (like Storm-related technologies) which are useless without regular Storms.
