Perhaps it's just a game mechanic I don't understand. This game is very complex and I'm rubbish at it, but I noticed this and couldn't really explain it:
Why are an emir's troops allowed to wander freely through the Empire? I'm not at war with anyone (I have no idea what they're doing or who they're fighting) aside from Friuli, and I just noticed these Muslims marching over the Alps on their way to Aquileia.
Is this a normal game mechanic? I just find it strange that they'd ever be allowed to march unhindered through the Empire.
