I am playing CK2+ 2.07.2 with Themata mod and Tribes of the Old Gods mod. I haven't the faintest idea whether this is related to CK2+, the specific version of CK2+ I'm playing, or the CK2 in general, but this issue did happen one time (only once, though) when I was playing the Byzantine Empire with the latest version of CK2+.
The issue:
Currently, I am the emperor of the Khazars. All of the kingdoms in my empire have medium or high crown authority, which should prevent vassal wars, except for Georgia, which has limited crown authority. The empire itself has high crown authority, and I personally hold a kingdom title (Khazaria), which has medium crown authority. I had thought that my vassals would be unable to fight each other, except for vassals in inside of the territory of the Kingdom of Georgia, but I appear to be very wrong.
The King of Wallachia pressed his kingdom claim against the King of Georgia and won, becoming a dual-king; a situation I generally try to avoid. I thought he possibly might be able to do that only due to the low crown authority in Georgia, but I was proven wrong. Later, the Queen of Azerbaijan pressed her claim to a county held by the Duke of Vaspurakan, which is de jure Armenia (a kingdom that doesn't currently exist, and thus the laws of its territory should default to the Empire laws). Shortly after that, the King of Khwarizm pressed his claim against a county held by the duke of Aktyube, which is de jure Cumania (which also currently does not exist). I know that medium crown authority does not prevent vassals from revolting against their liege, but none of these wars are revolts at all; they're all claim wars. Is an exception to 'vassals cannot fight each other' made when somebody holds a strong claim (they are indeed all strong claims that are being pressed)? That seems beyond silly to me, but as of right now, that's the best guess I have as to why my vassals are able to break the laws of the empire. And, of course, as emperor, I can have no say about what goes on in my realm while my vassals tear to pieces the pretty little divisions of power that I made....
