How about a pop up screen with: 'War has been declared on us/by us, our supplies levels are presently at 50%, I urge you to reset supply levels of our troops before fighting begins, your majesty.'

Man, would I love to see this one. There are so many d*** messages that I don't care a wit about, but this one we need!!!!
 
Amen to the comment of fleets dying. BTW, I haven't noticed the superrebels much in my US version. But I haven't been playing long enough to know. IN particular, I'
ve never looked at maintenance level, which makes me think I'm always at 100%.
 
I actually noticed that the number of rebels is somehow proportional to the size of the army stationed in the province. If there is no army, their numbers don't normally exceed 5-7k. I keep an army of about 20k (not because of rebels, but to prevent the former owner of the province from any unnecessary actions)in such a province (by weight), but I try to have 20-30 cannons and some cavalry. Normally the rebels morale plummets to weak (or breaking) after the barage from cannons and from there on it's normally a piece of cake. Having an Ok leader (with a fire rating) helps too. Another thing is they suffer humongous attrition even if they control the province, you might as well use it to your advantage, if you have no troops there.
