I'm playing a fanatic egalitarian militarist, sovereign guardianship with citizen service and civil education. I'm not roleplaying as genocidals, but as a self-defense well-armed, well-educated utopia with utopian abundance and equal rights for all. Unfortunately, because I don't have xenophile, I don't have amoeba pacification. I was thinking if I passed the resolution it would give me the option to pacify them, but then I realized there IS no amoeba pacification resolution/protection act in the galactic community [edit: available to propose, apparently because I'm not xenophile or servitor]. Neither is there a crystaline entity pacification resolution/protection act [edit: this one simply does not exist, not an ethics restriction]. These seem like oversights, since they're so cute they should absolutely be protected. Plus, anything that CAN be pacified, SHOULD be something we can protect. It's also a great way to grant societies that don't usually have a pacification option, access to it.

It's because Tiyanki = 'space whales' = mystical guardians of the cosmos = TV fundraisers at Christmas = infinite conservation funding

Space amoebas = pests = rats with pseudopodia. Nobody cares if you destroy Amor Alveo, that's just clearing out their nest.

(Apparently this resolution does exist, but you need the very valuable, worthwhile Federations DLC. How much is amoeboid life really worth to you?)

There is an amoeba pacification resolution: Space Amoeba Protection Act. You just can't propose it unless you've already chosen amoeba pacification yourself.

You can't propose it in the GC (on this run) because your empire has already chosen to kill them, rather than pacify them, so it makes no sense for your empire to propose a law to do the opposite.

As for why there's no crystal pacification resolution (even if you chose to pacify them yourself).... No idea. Seems like an unintentional omission that they never corrected.

Pacifist, Xenophiles and Rogue Servitor get the "pacificy space amebo" and "pacificy crystalian entities" options when study them, giving you a special project to complete to make them neutral to you.

Mining drones and void clouds can never be pacified.

it's ok, i console commanded one of my fanatic egalitarian xenophile empire allies, had them propose the resolution, then waited till 100 days left on the vote and console commanded a few empires to force them to vote yes. (good luck finding enough time to change your votes, OH THAT'S RIGHT, TIME'S UP HAHAHA!)

unfortunate that crystals have no resolution, but they're not as widespread in my federation's territory, so I'm not as worried about accidentally murdering them while trying to help an ally defend themselves.
