After some tweaking of the crusades and adding a few events to help the AI attack I got the result from the picture below.

However for years KoJ was not doing anything - it stayed as a county-kingdom, sure the king got some prestige to about 1500 but noone was pledging loyalty. With red dots I have marked the counts/bishops that could and should've pledged as they are all catholic and independent.

So I decided to experiment and killed off the king, waited till KoJ fixes itself as proper kingdom then gave the new king 5000+ prestige and 1000+ piety. And still nothing.

That's pretty annoying. What are the requirements for the AI to pledge? I'm pretty sure they should've by now.

Are bishoprics a special case? Do relations matter? If so how can I improve them by event? Or is it impossible?

The relationship-value has a big impact on pledging.

It might be that the Kingdom of Jerusalem title is a false one, much like the starting Kingdom of Egypt or Kingdom of Nubia titles, which aren't tied to any regions. You could check by loading the game up as them and checking the 'Create Title' screen.

If he uses the JERU-tag, then that is the default/natural kingtitle for that region.
 
Maybe its a culture thing ...in my King of Rus game there were a lot of norse and swedish and polish independent counties and despite the huge prestige stack they would not pledge or accept vassalization ...on the other hand when a new king came in some russian counties would splinter off but then ask to be vassalized again although my prestige wasnt even up to 1000 yet

Ah yes. Culture is also an important factor.
 
Yeah I failed to mention it's DVIP game. It's the JERU tag of course. Actually my observations tell me that diplomacy value of the liege also plays some role.

But problem is the relations. Is there a way to improve them via events?
