I think you can always leave an enemy province to enter one you own, regardless of direction. If they've crossed the straits it's too late.

The first thing to note here is that there are no rules about "not crossing forts". The only thing that matters is the forts' zone of control, which is the forts themselves and all adjacent provinces in the same country. Thus, your fort in Gallipoli does absolutely nothing to impede enemies (Constantinople covers the same provinces) apart from being a backup of sorts.
Not true. It's not enough owning the province, it has to be either a capital, or in the zone of control of a friendly fort.
