Its forma balance? Becouse historically Caesar was governor of a few provinces in Gaul and also a general during the Gallic Wars.
 
Well you can attach an army to their region, that will make them general of that army as well. Though that army will be limited to operating within that region (although this does not mean it can't take part in offensive wars, provided there are enemy provinces belonging to that region).

i ve litterarley never used the attach function.Altough now I see,how helpful it would have been,especially for RP reasons

I've had EU:Rome for years now - it was my first Paradox game - and never realized that you could attach armies to regions. Thanks for the info!

This game really could have used a better tutorial, explaining stuff like that. But I guess that kinda goes for all Paradox games.
