Why can't I colonize Quebec?

As the Iroquois in Fantasia, I explored southwest Quebec and got a message "Discovered Quebec! 5 VP's". But I can't colonize - the button's grayed out! Why??? Is it because they go to a different CoT? How can I get to the new CoT if I can't colonize??

One simple question: do you have enough money to colonize it?

Another simple question: do you have colonizors?

You have to have --

(1) at least 1 colonist
(2) enough money to send him
(3) some places are less accessible than others. In North America you can't start a colony (as opposed to a trading post) unless it is on a coastline or adjacent to a city that you own (a colony of less than 700 people will not be enough). In the Siberian corridor, you can start a colony anywhere you want.
