Why can't I offer an RM to the Mamlukes?

I'm playing the Hejaz who have a permanent CB against the Mamlukes.. Is that why I can't offer them an RM? Or is it because I've got an RM with Turkey, their enemy? I guess my question is when am I not allowed to offer an RM to another country? Obviously I can't offer it when we're at war, and I know about the max of 6 RMs, but this is something else..

I think the state religion of the Mamelukes is Shi'ite and the Hejaz is Sunni so that's probably why you can't arrange a royal marriage.

No, no.. they're both sunni.. maybe it's because of the CB or it's a bug or something.. hope it's addressed in the next patch..
