why can't I vassalize tunusia?

I know I am missing one prerequisite but I can't find which one... I am Turkey so I have the same state religion(Sunni). We are allies and our relation is +200. When I check the diplomacy screen offer vassalization is not selectable and I did what it wrote in the hovering help text (and there is no diplomat en route).. We don't have a common border and maybe it is because we are still in war against P-L and France. What am I doing wrong? Thanks for replies...

Absence of common border is no obstacle for vassalisation, only for annexation. Your ongoing war might be the problem.
BTW: do you have a royal marriage?

You are allied, have RM, and it has been more than a month since the last diplomatic mission? I think that it is the war probably. I know for annexations both countries have to be at peace, presumably it is the same for vassalization.
