Why can't the Xizang Lama become a government in exile like Ethiopia? It is clear that they left China after World War II.
Today when I was playing with him, I couldn't stop China's attack and died directly.
 
Tibet is far weaker than Ethiopia. What can the great serf lords, the Dalai Lama, and his dozen or so nobles even accomplish? They have no domestic support—not even from Panchen Lama.

There's several reasons, but I'd say the main big one is that the DLC that last dealt with the region (ATT) came out roughly a year before the concepts of governments in exile were even introduced into the game (MtG), and a full 4 years before the implementation of GIE being able to survive without allies active in the war (BBA). So even if ATT had come with country-specific content for Tibet, there were no mechanics at the time to simulate a Tibetan exile government
