I have done at least four European Union playthroughs as UK, Netherlands, Germany, and Belgium most recently. For most of these, there are decisions to admit/integrate most countries in that exist in Europe at game start, if they are non aligned or democratic. The three major exceptions to this (besides Russia) are Norway, Yugoslavia, and Switzerland. I can understand why Switzerland doesn't have decisions, but why don't Norway and Yugo? Most eastern European countries are allowed despite joining post 1991, yet Norway's (failed) accesion votes, of which one was in the 70s, is not enough to warrant their fictional inclusion in game?
