I have done at least four European Union playthroughs as UK, Netherlands, Germany, and Belgium most recently. For most of these, there are decisions to admit/integrate most countries in that exist in Europe at game start, if they are non aligned or democratic. The three major exceptions to this (besides Russia) are Norway, Yugoslavia, and Switzerland. I can understand why Switzerland doesn't have decisions, but why don't Norway and Yugo? Most eastern European countries are allowed despite joining post 1991, yet Norway's (failed) accesion votes, of which one was in the 70s, is not enough to warrant their fictional inclusion in game?

I think the answer is likely to be the simple historical fact that they didn't. Not really a good answer and, in particular, there would be every likelihood that a Yugoslavia that continued to exist as a non-communist country might well have joined.

Yeah, that does come off as strange. If our Ukraine joins the EU postwar it would be aninteresting can of worms to open up, however
Why you need for all decision and events? The game can do so much more. Have you test a alternate ways with spys, friendship for pp or army at border and capital canonboat diplomacy? Or understand i wrong?

Your knowledgeable answer here led me down a small google rabbithole of searching why Norway isn't in the EU, and I've come to 2 conclusions
1. Norwegians just want to be different and unique to help break away from their Swedish/Danish heritage
2. Norway has lots of North sea oil money and if they join the EU they'll have to part with some of that money, thus Norwegians have voted twice against joining

IT might be possible if you somehow forced their goverment to flip democratic with the spy system.
It is perhaps worth considering that Norway is in a very practical way a half member of the EU. They aren't an actual member so don't get to vote or pay or apply for funds but in all practical ways they are a member for the purposes of anything that affects trade as a member of the EU free trade zone. This is important as the free trade zone is the actual major benefit of the EU although being a member and having a say about the rules is also a thing. In game the EU is about actual political effects so Norway is definitely not a member.
Norway actually pays a premium to be a kind of open member. But what kept us out was driven in part by a fear of loosing control over the oil, and to a lesser extent, fish.

In my game I had formed a very early EU that comprised of France, Democratic Germany, Portugal, PLC, etc etc. Basically I was at the point where there were so many members and puppets that nobody could get a wargoal against Norway for them to join, despite staying democratic.
