Well, Tier 1 isn't a village it's a 'village center'. I think the idea that is that urbanization happens in two steps. First a village center appears, which implies there are other villages around it. Then the surroundings grow themselves, leading to a conurbation that turns the suburban continuum into a single 'large city'. The process then repeats, with the formation of a 'city center' followed by the growing of further surrounding towns into a single 'large metropolis'.Tier 1 being a village, when surely every empty space is a village surely, is quite jarring, along with jumping straight from village to large city
