Why do some provinces have diffferent war exhaustion than others?

I've just had a very bad case of badboy-induced war. I was at war with virtually the entire known world, no matter how many times the brave Austrian fighting man fought back the insolent invader, yet another no-hoper nation would declare on the Reich. This war has dragged on for at least 20 years, my country is now in ruins because of war exhaustion. But for some reason certain provinces have higher war exhaustion than others. For example, Champagne (stolen from the French) has +10, while Tyrol has only +5. Why is that? I have had to give up 3 provinces that I won by brilliant diplomatic manoevering from the French to the Dutch, even though I would have taken them back with no difficulty as the Dutch were nowhere to be seen, just to get rid of war exhaustion.

I would guess people in your recently annexed areas lose patience with you more quickly, as opposed to your national provinces.

Your national provinces only get half of the normal %.

Also 10% might be the max attainable from this reason (ie 5% in your national)
