My problem with that is that small domes end up being useless later on, so you should probably best tear them down, and rebuild bigger ones, which seems silly to me. And for preventing building monoculture, you still should need to consider walk times. Colonists want to live reasonably close to their workplace, their shopping place, entertainment cannot be too far away. All means you need to spread out things over your domes.
Also for entertainment, I want to eventually provide all my colonists with the entire choice of entertainments, so they can freely pick... which is absolutely not possible if you can't share them between domes.

Why would you ever tear down a dome?

It might be smaller but it'll house, employ and care for the people that live there. Food is universally shared so you don't need food in every dome.

From another thread I read that colonists randomly started to starve because food was not being shared, but that is another bug and related to inadequate transport. I'd tear down domes to reduce on redundant infrastructure by sharing the entertainment buildings, infirmary, grocer and what not, and of course to reclaim the resources.
Of course the obvious solution would be to use the infrastructure in the neighboring dome instead of tearing it down, but that does not seem possible.

Both the distances involved and the restrictions on freedom of movement that space colonization applies, makes that difficult. Even in the current ISS missions, where the astronauts go aboard their station, is tightly monitored and regulated.

Plus, it allows you to do some social engineering.

1.) You want you people to be productive. This is Mars, not a central park picknick. Them taking kilometer long jaunts between domes is a wasteful luxury.
2.) Domes are specified to take care of a certain amount of people. Let's say Tom is having a party in one of the smaller domes in sector G. That dome has enough oxygen to support 20 people. 100 people show up for the party. Also, there's an incoming meteor. Forcing your people to spread out in individual domes is just good practice.
3.) There are elements of social engineering in this game. Certain buildings will remove or add certain traits. If you want a subsection to become really good at a particular task, by giving them the optimum quirks and traits, it'd be helpful if they stayed near the same buildings and not wonder into other domes.

Space exploration at this level of tech, pretty much demands domes to work as individual units. It's not only required, but it's a good idea.

Domes already have entry restrictions set to allow only certain folks to enter. These can be modified to allow cross movement only for 'comfort' use. Also you can reset restrictions to allow different folks to enter a dome for a time or to move permanently. A kilometer trip on Mars with its way lower gravity makes it less tiring and faster for personal travel. Both domes would provide shared oxy, water, power etc...which is a clear safety measure and can be controlled through an on/off control in each dome.

This cross dome travel would be a positive thing for dome 'comfort', promote birth rate, reduce effects of some faults and in most respects be a positive result appreciated by most players from early to late gameplay.
