Why does the AI keep demanding territory even when the chance is 0%?

I just noticed that AI Italy, Hungary and Ireland constantly demand territory from Yugoslavia, Czechoslovakia and the UK (respectively) even when they have no chance of succeeding, thus wasting lots of money. How can I change this?

In my games UK gave Ireland allways Northern Ireland. Strange.

the countries are told to demand from others in the AI file for country in question
