Why does the starlit citadel III not have an upgrade button for upgrading its modules?

I got much better tech. I update the design with the new tech. I have to click and select the design in order for it to upgrade to it.

Related, I can save over starlit citadel II and starlit citadel III designs with updated tech, even if I already have one built, but I can't save over starlit citadel I design using the same name if I have a single starlit citadel still at level I as it's still "using" the name.

The missing upgrade button for the Starlit Citadel III modules makes the system unclear. It’d be great if they added it in a future patch to improve usability.
