I copied this from a youtube of some guy playing the PC version. When I was watching that Playstation Access play through, Hollie didn't have that button on her interface. Also, what does that "nuts & bolts" button do?

The 'nuts and bolts' button is 'Salvage' - in other words, scrap it and recover useful components and resources...
Frankly the PC screenshot in the op is from a very old version where we had a placeholder skin for the rover to test the functionality of the button. The "change skin" button is available on all platforms however it is hidden when you don't have any skins to change. If for example you have the trailblazer skin for the rover from the signup campaign you will indeed see the button and can use it to switch between rover skins.
