Basically, like Sulphorologist said while I was typing this, they just have too much stuff on the map that needs to be loaded from the get-go and the tech just isn't quite there yet to be able to uproot and replant entire chunks of the map's graphics just because I clicked "please spend 100 money mana on landscaping"
It should not be an insurmountable problem but a question of Paradox's design and implementation decisions and priorities. Civilization 4 could dynamically update its 3d terrain in real time, besides map resources glitching somewhat if the tile elevation was changed but even that could be fixed by loading the save game. With the right mod you may even get to spend 100 mana to do so.

I think being able to give modifiers to marshland to show it has been reclaimed is enough, right? The only thing I'd lobby for at this moment is not the changing of terrain, but rather the changing of vegetation. Vegetation on the 3D map will likely be limited to 3D models they could easily spawn in and out.

Reclaimed marshland is easily reverted to marshland, just ask the Dutch.

I would love to be able to create lands where none were before, create entire locations as in the case of the Netherlands and the Flevopolder. But, most of those developments would be late game and only really relevant for the few people that play said nation for the entire 500 years of the game (which is unlikely).

I'm not coping, you're coping. Shut up! ha ha ha ...

In my experience, "impossible due to engine limitations" simply means it isn't considered worth the resources required, be it manpower/money and/or performance. The 3d map would only be a small part of the issues introduced by dynamic terrain. It would likely also have a significant impact on how things are checked/calculated. For example, with static terrain you only need to check for terrain conditions when construction of a building is initiated. Of course you could just make the game auto destroy any building no longer meeting the requirements, but auto destroying stuff the player builds is generally a bad idea from a gameplay perspective.

Dynamic terrain also means the game needs to write/read terrain to/from the save file, which I would not be surprised if it would both require significant changes to the engine and add a performance hit.

In the new behind the scenes video, it seems the growth of the cities removes the trees in the terrain -- does this suggest the game allows for dynamically changing terrain?
