I would very much like to be able to change the terrain of a location mechanically, but honestly couldn't care less about it being reflected in the graphics. The mechanics are what's important.

It should not be an insurmountable problem but a question of Paradox's design and implementation decisions and priorities. Civilization 4 could dynamically update its 3d terrain in real time, besides map resources glitching somewhat if the tile elevation was changed but even that could be fixed by loading the save game. With the right mod you may even get to spend 100 mana to do so.Basically, like Sulphorologist said while I was typing this, they just have too much stuff on the map that needs to be loaded from the get-go and the tech just isn't quite there yet to be able to uproot and replant entire chunks of the map's graphics just because I clicked "please spend 100 money mana on landscaping"
I think being able to give modifiers to marshland to show it has been reclaimed is enough, right? The only thing I'd lobby for at this moment is not the changing of terrain, but rather the changing of vegetation. Vegetation on the 3D map will likely be limited to 3D models they could easily spawn in and out.
Reclaimed marshland is easily reverted to marshland, just ask the Dutch.
I would love to be able to create lands where none were before, create entire locations as in the case of the Netherlands and the Flevopolder. But, most of those developments would be late game and only really relevant for the few people that play said nation for the entire 500 years of the game (which is unlikely).

Not necessarily. My read is that the devs still want it to happen but have given up on achieving it before launch.In the new behind the scenes video, it seems the growth of the cities removes the trees in the terrain -- does this suggest the game allows for dynamically changing terrain?
