My colonial city is in india, and it is the richest CoT in the world. I have mighty fortification around it and 10k cav 5k inf. I am not at war nor have i been for about 5 years. The growth rate keeps dropping to -1 because it says there is looting. Once in a while the fire will go out for about a month and then it will start back up again. why is this happening?

I've seen this bug a few times. In my experience, saving, quitting EU, restarting, and loading has fixed the problem.

I think it *might* be intentinal, cince it only happens when one tries too keep a rather large force in a really small colony. It might put too much of a strain on the locals having all those troops camped outside of the village.
Move them away and the problem is gone.
 
actually this was happening before i even built an army there, so i dont think that is it, and just for the record my stability is +3:D, ill try raising it to 1000 just to see even though that will put a major strain on my colonization since i an Austria and i dont have dynamism. ill try moving the army too just for kicks.
