why is my laundry not working?

This is my laundry, as you can see, nothing is being done.

Spoiler: Max sec laundry

In my max sec section, even the machines have clothes in them , but still nothing is being done. I have no clue what is going on... is this a bug, or is my laundry system just that bad.

It'd be helpful to have screenshots of your entire prison with Zones toggled on. On the first I'd suspect no valid path and on the second they do wash clothes; don't they iron them afterwards?

So all this laundry services is this massive block. I don't see the issue.

I realize there is a zoning issue with the criminally insane wing, which is fine, as I need to rebuild that anyway, and there is another med sec block above the first one that looks identical, with identical permissions.

I come to experience that Laundries have issues when their workers don't have access to their closest reception.
Make your reception Max Sec and Acess Only zones and make sure they have a valid path to it. Perhaps that fixes the issue.

Same for any sec level.
