Why is Nomadic Vassal Limit not Increased by Court Artifact Bonus?

Description​

As a King, maximum vassal limit is hard restricted to 24 by High Dominance and Illustrious Main Yurt. As a Conqueror, it's tedious to stay under 24 by granting several duchy titles to the same vassal, just to avoid creating tributaries. And reaching 30k herde for next dominance level is quite a step up without stealing.

Steps to reproduce​

Put an artifact with +X to vassal limit on display in court.
