I have been having issues with cites skylines while trying to load a world, I attached the first error log and the most recent error log.

In both error logs, you're running out of available memory. With only 8GB of RAM, you have the bare minimum to run the game, so I'd advise you to unsubscrive from any mods/assets you might be using and closing other apps that might be running at the same time as the game.
Also try increasing your paging file size to 32GB:

On computers that have 4 GB of RAM, the suggested paging file size is 8 GB.

It still says you're running out of available memory (and I don't see where it says you have 8GB free).
Have you unsubscribed from all mods/custom assets you might be using? Also have you tried increasing your paging file size, as I told you before?
I suspect they are confusing disk space with system memory, I see that a lot.
I just tried without all the mods, and it crashed. I recorded it this time but I had to zip it.

Have you actually increased the paging file size to 32GB? Because those new error logs show that it caps at around 19GB now - even less than it used to cap before.
It told me the size was 8000 megabytes, so I made it 12000 megabytes.
You have to make it 32000
It is still under 24gb. Can we see a screenshot of the dialog where you are setting it to 32gb please?
I also tried to put it onto an external drive with 113 gigs free, but it never showed up.
