How come there's no mods improving the built in shattered world/random generated world?

I'd love to have more options, for example the ability to have "all tribal" for the random generator, and also empires/kingdoms/duchies that are not automatically their respected de-jure? For example a custom "Anatolian Empire" spanning Anatolia and let's say Syria, with Byzantine Empire being the de jure.
