I can't wait when a new DLC is out to buy it. It depends also on my money so I'd like to preorder the DLC when I have money and the month is ok for me and not when the DLC is released and I am lack off money. Is it not possible on steam? I am curious. I guess many people would like to preorder the DLCs.
 
You should plan to save if money is an issue; there is no advantage in terms of savings or price when preordering. Most preorder deals apply exclusively to games and offer incentives for preordering, e.g. the Purple Phoenix for EU4. The alternative is a season pass that offers all future dlcs for a total less than their individual prices, which would not be an entirely bad idea considering the rate at which dlcs are released for this game.

I doubt many people would preorder dlcs even if they were placed on steam early for that purpose. Preorders tend to exist to show that their is support for a game prior to release; while I do not speak for Paradox, I suspect that they are well aware of the size of their base for EU4, given that it has been nearly two years since release now.

We can't preorder dlc because it would probably take some time to set up from paradox that isn't worth it. Can't you just save the money or something?

What would be the point be? There are two usual reasons to preorder:
1. If the product Is physical, then a pre-order can be used to make sure you get it in stock.
2. Preorder incentives have been a thing for almost a decade here, and even digital titles can get extra content from preorders.
For DLC:
1. DLC is digital, obviously.
2. It's fairly unlikely that a developer would create additional content FOR additional content.
Also, pre-order culture is inherently anti-consumer and should burn in a car fire.
 
I suspect that pre-orders require enough pre-planning that might actually cause a delay in release. Remember too that a lot of the majors set their release dates out months in advance and have no shame in releasing a half-baked product to meet deadlines and quarterly profit goals. Paradox is a private company that doesn't have to meet external "guidance" numbers.
