Ireland has been revolting for more then 20 years Munster is the only province still in british control but it still wont declare independance.

Even when the conditions necessary for a nation to form are fulfilled (i.e. rebels gain control of the necessary province(s)), there is still only a chance of the country forming, it will not regain its independence every time this happens.
Playing as brandenburg recently I saw the most sucessfull dutch rebelions ever. The rebels took all of the spanish netherlands, calais, hanover and cologne. Here I was thinking about how to make the dutch my friends as they were about to dominate europe... no rebellion. Nothing. Spain did not return for 30 years to take the areas back and no holland. I was shocked.. and I put my reformed tolerance down so that my polish provinces would have a smaller chance of rebelling.
As 'Super England' I decided to 'liberate' france of the burden of oppressing the lorrainians and burgundians. So I went to war with france and recieved franche-comte, lorrain and alsace in peace. I expected nationalism to revolt and they duely did. Eventually taking all three provinces. Here I was thinking they would declare independence and I wouldnt have to deal with the revolts. But NOOOO ..
lorrained declared independence as a single area minor. burgundy did not appear. Irritating. But I was determined to lose the newly started war with lorraine giving them alsace and franch-comte. Sitting with 60k armies in baden, mainz and heidelberg each. I expected the newly formed 7k lothringen army to go for the provinces under rebellion. Nope they went after the 10x larger british elite troops with 25% cannon and 25% cavalry. Under Civil War generals such as monck, cromwell and prince rupert. Lorraine of course lost. I assumed this was because they did not go after provinces in rebellion. So I moved in and put down both rebellions and waited for lothringen to take them. Lothringen refused and determinedly charged cromwell again. I decided to help lothringen build an army that could siege alsace and franch-comte. So during the war I sent lothringen about 1500o to build troops. Lothringen proceeded to offer me 250o for peace. I refused.. and sent more money. They offered me 250 again. I was at war with them and my relations were approching +180.
I just thought this was silly, so I went and annexed lothringen. Sat out the 30 year rebellion period and moved on to brittany and provence and protestant france.. none of which appeared despite rebellions.
I want an option where I can create a country. From their core provincs that I own AND any provinces I may deem to add. This country should start at +200 to me and my vassal.
