I think it does not matter when you do the district addition. But definitely first expand planet, then ocean.

there was specific order or it bugs out, no?
first was expand planet size by wilderness tradition, then mastery of nature addition of districts and only then ocean expansion as last? did i get it right?

Only Expand Planet and Expand Planetary Oceans order matters. The others increase the number of districts without changing planet size.

The Wilderness expansion stops at 30, so it should go first. Then use the Hydrocentric one.
