Is there anyone who can't take loans from the Iron Bank? If the Dothraki can't, neither should the Wildlings. But if they do, well... any problems would be on the end of any of their rulers, some of whom are cannier than the others. I doubt the Bank discriminates. 
The problem is.....what would the wildlings give them and how would they use money? The Iron bank has NO incentive to give money to the wildlings and wildlings as far as I've read mainly work on a barter system.Is there anyone who can't take loans from the Iron Bank?
