Just had a game where (playing as the USSR) I noted that the USA just had the "Gearing up for war" event in 1939. Wasn't due to Germany, and then found Japan with 200+ belligerence. It was visibly increasing and reached more than 300 within 3 months of game time. Lead to the US joining WWII by April of 1940 and lead to Mexico, Bulgaria, and all types of minor countries joining with the allies (including Finland).
As the USSR, I've garnered 32 belligerence from the Winter War (gained the standard provinces plus another 4 provinces in a peace treaty) - seems excessive given that Germany (which already annexed Poland) was only at 26 by this point.
Has anyone else had this happen and any way to prevent it?
