What's the point of having different laws if AI doesn't make any use of them?
There is a bit of scripting involved in forcing AI to choose governor policies, which I understand, one need to tell their PC - do this job when this and that condition is met.
Why there is no such thing for changing laws?

Or have i missed something?

Governors should do it by default. Why would you hire him in the first place to govern a recently conquered province with 0% state religion only for him to start promoting commerce? It’s like hiring a lawyer who starts doing maths when in court.
 
Yeah i know governors are doing it - all depends on script values, there is nothing by default - and obviously because they are governors only, the only thing they change are governor's policies.

I'm asking about the laws.
