I have experienced the same problem. After some hours of trying different solutions I renamed WSOCK2_32.dll to WS2_32.dll and it works perfectly!!!!!

pleas try this and let me know if it works for you!!

If you are getting that error I bet you have Windows 95 on your system.

If so, try running running Microsoft's WinSock 2.0 installation package. On the SFI release there should be a copy in the Accessories folder on the CD, other wise you can download it from Microsoft. I believe for windows to find the file it has to be installed properly and have the correct entry added to the registry.
 
I had the same problem (ws2_32.dll) and I installed Winsock which was on the EU cd and I thought that the problem should be solved.

BUT, after I re-booted and started the game again, it still won't start and two error messages show up. One with text
'europa.exe is linked to a missing export-function kernel32.dll:GetDiscFreeSpaceExA' (actually, text is in Finnish but this is what it means in English) and the second one with a mystical 'F:\Europa Universalis\europa.exe
device connected to the system does not work' - error text. (also in Finnish)

I really don't know what to do. I will download 1.08-patch and try it, but to be honest I am quite sceptic wether it will work. I have Koch-labeled UK-version and my DirectX doesn't need to be changed.

Hopefully someone knows what to do, because I don't.

This is a problem with Windows 95a that was fixed in update 1.07c.

1.08 will fix this problem for you.
