I think that as long as tribal is partially defined as having its buildings situation frozen in the tribal era, it will always feel like a temporary government. Something to reform out of as soon as possible, or to keep only as a matter of vanity. It isn't a coincidence that the Tribes of the North tradition hints at offering a way to circumvent that.
I don't think the definition of feudal is just having upgrade-able buildings, Administrative, Nomad and Adventurers have more than 2 tiers of building upgrades. Tribes of the North is already experimenting on what tribe could be - and having cheap upgrades, more able to form federations and high terrain advantages creates a vibe of a smaller dispersed societies that can stand as one in times of need.
I can see the vision. It just needs a little more polish and exploration.
They better do it too or else South East Asia won't be presented right.
