[Win7] MS Visual C++ Runtime Library error [SOLVED]

What happens:
*I start game through steam and it runs
*game starts loading, Initializing Map Logic, Loading History files and then closes when Loading Events and shows an error

What I tried:
*Restarted Steam
*Rebooted PC
*Tried to find 'installscript.vdf' file (wasn't there)
*Tried with Steam offline


error message title:

MS Visual C++ Runtime Library

message:

Program: ...les\Steam\steamapps\common\Europa Universalis IV\eu4.exe

This application has requested the Runtime to terminate it in an unusual way.
Please contact the application's support team for more information.

try manually installing these 2 packages

I'm having the exact same problem and downloading these 2 files did not fix the problem here.

uninstall (erase your user files for eu4 from ...\documents\paradox interactive\eu4) and reinstall

do a disk cleanup first and make sure you delete any temp files ("cleanmgr" from the run dialog box)

*Second it asked to remove or repair (which I tried)
*Tried playing, same issue...
*ran 'cleanmgr'
*removed the user files and reinstalled game
