In my opinion, wind turbines are a little overpowered for their cost. Sure they take take machine parts instead of metals to build and maintain, but they also run all night, get bonuses to elevation, and are strong against disasters.

I propose that wind turbines should generate dust as they spin (which makes sense to me), thus making them a little more difficult to place. This way, you couldn't just have huge wind farms without paying a steeper maintenance cost, nor could you place them near your other buildings. This would give solar panels a big advantage in flexibility to help balance out their other disadvantages.

Any thoughts?

Only problem I have with it is that wind trubines are DESIGNED in such a way as to not create wind themselfs, because it would just take away from the power they would generate. Yes they can rotate rather fast but that is only BECAUSE they don't move much air themselfs (they have to be hit from a angle to move and are designed to "cut" through the air while they move to get as much energy out of the wind)
