Is it possible? I checked the config file. The switch is there, but if you activate it nothing actually happens.

Officially we do not support windowed mode, but you are correct, there is a switch to turn it on.
My Documents\East India Company\Config\options.txt is the file you want to edit.
Under display section, edit Windowed = 0 to Windowed = 1
