[Windows 10] Troubles with launcher after user name change

After clicking play in steam, launcher tries to install itself, but immediately ends due to the "a newer version already installed"

Reinstalling of the game didn't help. Can't delete "Paradox Launcher v2" by the windows install/remove cause it cant find the installation source

(it says "resource with installation files doesnt exist or unaccessible").
