So I triggered historical national focuses (some were IIRC completed by event - likely as a result of RM treaty) as USSR and despite that, I didnt get events for annexation of Baltic states and war with Finland.

There are no events for annexation of the Baltic States like HOI3.
Which focuses did you take? And did Germany offer you the M-R Pact? Did you have a wargoal to attack Finland?

1. thats pretty messed up - in that case player need to be notified that he has to DoW them to get baltic states
2. Yes, I had MR pact. I based on NF description, I had a wargoal against Finland.

Last I checked, there were events to trigger the Winter War and the annexation of the baltic states, provided you were actively preparing for war (Justify Wargoal diplomatic action) with them.

Yes, this worked in my USSR game with all MR claims (Finland, Baltic States and Romania). However, i think this should be made clearer in the UI.
Yeah, if I need to manually Justify Wargoal, that is likely reason.
Would be great to have this either happen automatically, of be explained in game.

Glad I found this thread. Was wondering how this was going to be handled. I've already started justifying on Finland. Good to know that's part of the trigger for the events.
In general, I wish HOI4 had the list of possible events for your country visible somewhere the way HOI3 did on the diplomacy screen? You had to click them to activate them in HOI3, and I get that you don't do that here, but it'd still be nice to see them with a tooltip showing what needs to happen to get them to fire.
