I'm playing as Finland, and I've noticed a couple of bugs in the winter war events.

If you choose "let them come if they dare" in the winter war event (ID 3200), you're supposed to get Mannerheim as chief of staff and chief of army. For some reason that doesn't happen, probably because Mannerheim isn't available for those positions until 1940 (minister ID:s 29137 and 29145). I'm still stuck with Oesch and Österman.

Then I got the Swedish material aid event (ID 3201), where I'm supposed to get an infantry division. It still hasn't shown up a month later, but maybe I've misunderstood the when=5 command in the event?

What's also strange is that I cant build 1935 infantry even though I've had the 35 Infantry (9bn) tech from the start. I can build 35 Mtn, 35 Res and 35 Cav, but not 35 Inf. Is that WAD, and I'm missing some effect from other parts of the tech tree, perhaps Finland being semi-industrialised or something? I didn't notice this until summer -39 (before that building anything as Finland is more or less impossible) , so it may be something that happened along the way. I'm thinking this could be related to me not getting the Swedish division.

The inability to build INF is WAD. Much like many smaller countries Finland had very limited ability to domestically produce heavy arms. Plus there was limited ability to buy these on the international market. So the result was historically their forces better fit the RES profile. Once FIN actually mobilizes they will gain access to the 1938 Infantry Division Land Doctrine. This tech then allows building INF type units. Note that the restriction to RES isn't all that bad as these are more cost effective than INF for the sort of defensive operations FN will normally be conducting.
