I have not checked starting a new game with 3.8 but I feel that if there was a problem there it would have been apparent in the release testing.
Prior to 3.8 release I did try to find a way to stay on 3.7 but the documentation on how to stay on an old release is out of date. Finally when I got to the final step to use 3.7 I was asked to provide a code. I had no idea what sort of code was needed.
My current game has the game date 2286.07.
This game has the problem with the inability to move civilian ships.
I reloaded an old game dated 2282.09 (from about a week ago) which had been created using 3.6.1. This is what is visible on the load screen. I think it is actually 3.7
When the game was saved I could move civilian ships. When reloaded now, I cannot move civilian ships
(The reload process does carry a warning that the game maybe would not work with 3.8)
Which leads me again to ask how do I access 3.6 or 3.7? This would allow me to reload the old game.
I built new civilian ships to see if they can move. They cannot.
2 months into this game, and now it is unplayable.
Very disappointed.

As for your request, I just started a new game, apparently on 3.8.2 but the opening page says 3.6.1 (a6c5)
Civilian ships more as they should, no problems.
I am beginning to think there is some conflict between the apparent and real version that is running.
Let's summarize
A new game works - civilian ships move.
My latest saved game fails on 3.8 and when I try it with 3.6 (confirmed by the Steam launch page) is also fails. (civilian ships do not move along hyperlanes)
My latest game was working fine probably on 3.7 but now I cannot confirm that is really was 3.7
My very early game (created on 3.6) now fails on 3.6 and 3.8
I am beginning to suspect that the version actually in use is not the one that is reported on the Steam page.
It appears that I never had 3.8.2
Possibly my problem (that my civilian ships had lost FTL capability) was caused by 3.8.1 but that beta is no longer available.
What I have found that a save game from 3 weeks ago running with 3.7.4 is good.
So I have decided to stop worrying about my current save and go back to the one that works.
Since I still do not know the origin of the problem I shall save frequently.
If the problem does reappear I shall be posting here again.
