Map errors won't be fixed! ;)
Look at the sticky here in Bug forum.
 
The sad thing is, that it can not be changed. However, I would say something like Altenburg or Vogtland would have fitted better than Plauen. No change in map, sorry.

Edit: Wilhelm II. damn, why were you quicker than me, must have been just a few seconds ;)
