"words of torture" ability broken

I unlocked this ability, in the morality axis it says the ability removes 40% of an enemy champion's health. In the skill tree of my hero, it says that it removes 159% of a hero's health.

Could it be that the bonus from tier and/or the spell power is applying to it?

Yeah I noticed that in the beta. I got words of torture for 100% hero health. I do not believe it is supposed to instant kill enemy heroes .... it would be the best spell in the game.
