Workshop upload almost never works, Upload Busy

Since around half a year uploading an update to the steam workshop only rarely works after many attempts, constantly giving a result of busy.
Downloads do work properly.

I have real no idea, I'm sorry. This seems more of a Steam problem than a game issue.

Have you tried a clean reinstall of Steam? Is it allowed through all your firewalls?
