How the fuck is it calculated where its going to land? It said before I clicked the Invention that it'd go to my capital, Heraclea Pontica, but it fucking went to Sinope. Heraclea Pontica is coastal, so its eligible. I dont have a fleet, disbanded it before unpausing.
I dont want to move capital, because of the +4 Free Building slots I got (also Invention) and 4 province investments. Granted, thats not a that much, but thats worth 8 Province investments that I could use elsewhere. Or found cities.
And I dont want to restart because of that shit.
Edit: I'm on Ironman.

It's simply the territory with a port that has the highest number of pops I think.

That seems to be the case, yeah. It's very frustrating, especially in cases of the capital not getting it, so I do feel like it should default to your capital city if it has a port, and only pick a different city if your capital isn't elegible.

I know it can change based on your fleet (not sure if where you built ship or recovered fleet)
