Well, from December 2nd, 1941, to December 6th, and under dreadful conditions, a small panzergrenadier unit of 78 men backed by 17 armoured vehicles entered the Moscow suburbs and reported that it could see the Kremlin, about 19 miles (28,5km) away.
Now, go to a map of Moscow, make a circle that wide around the Kremlin and see if you consider that the circles' border lies in or outside the Moscow area.
As simple as that.
