Would such a mod be possible? (ingame map saving)

I have been in the situation, where I have a good map to start my game, but only as the game advances, the map becomes truly a good map for the city, thanks to the ingame map editing tools.

Now I was wondering if it was possible to make a mod that allows to save the current map (without buildings & non-highway-roads) while playing this map.

And I was wondering if any of you people with actual skills might be willing to try such an endeavor.

I think there is a bulldozer mod that lets you delete eveything on the map. I guess you could use this as a way to start again from scratch.
But the feature you request would be nice.
