I'm not certain that I would agree with that assessment...

I would call CK pretty much Johan's baby at this point.

Well, Johan himself posted that when word first got out on this forum that the game was being taken over by Paradox to be developed by an in-house team. Perhaps it's changed since then - you'd know this better than I...
