Duplicate Wrong error message when building a new holding

Wrong error message when building a new holding

Description​

Error message when my culture doesn't have the innovations to build Cities or Temples tells me instead that the slot has a Tribal holding.

None of the other holding slots in the county actually have a Tribal holding.

Steps to reproduce​

1. Click on County of Brysis
2. Try to add a City or Temple holding to empty slot
3. Notice that rather than saying for example "Missing Innovation", the tooltip complains of a Tribal holding.
