The Wrong Holding Penalty, which was -25% in the Demo and supposed to be (rumored to be?) -50% on release, is listed as 75% in the tooltip. While I think this is a poor way to say "never do that", nonetheless it's not working or may not be working. I owned Cavan in Briefne in Ireland for a long time and (from memory only) the penalty seemed to be -50%. However, in my capitol (Galway in County Mayo, corrected from Connacht :p ), the penalty is listed at 75% but seems to be only 12.5%.

Personally, I'd like the idea of a smaller penalty for holding the ruler's home city, but I suspect this may not be WAD

I tried to do this trick in my game and it doesn't work for me :/. I got something like 4 out of 18 when I revoked Paris title as King of France.
I also like the idea of having no penalty in capital province.
 
Your steward seems to compensate a good part of the penalty.
The remaining bonus could come from personal stewardship.
 
You are supposed to get -75% from it. But notice that you have a +10% modifier also, which brings it down to -65%. The rest of the difference most likely comes from your Steward standing in the province to collect taxes which gives a large bonus as well.

Ah, makes sense now, though it would be nice to have the full calculation displayed including all factors which were used to convert 34.60 into 30.27 (you know people will double check your math). As a bonus, this effectively means that I get my wish - bonus taxes to cities held within your capitol province, so long as the steward collects taxes there.
